Objectives: 

1. Strengthening and attracting the best researchers, and to make them protagonists in the transfer of knowledge from the research system to society as a whole;
2. Evaluation of Research Infrastructures (IR), in line with the European Forum for Research Infrastructures (ESFRI);
3. Selective support for a progressive rationalization and international strengthening of the IR system.
4. To encourage the creation of long-term networks for research and innovation in the national technology chains, which will encourage investment, participation and coordination of enterprises in research, strengthen forms of public-private cooperation and ensure networking of skills available;
5. Supporting the industrial application of scientific results so that new solutions, services and innovative products can be introduced on the markets, opening up new fields of research and innovation to create new markets;
6. Developing research-driven policies by promoting public demand for innovative solutions;
7. Ensuring the social reporting of research, open access, free access to results and responsibilities;
8. Promoting social innovation as a link between research results and transformations that guarantee the return of value-added citizens to investment in research.
