Activity A3 of the AG4 Work Plan 2016-2019 focused on improving public acceptance of modal shift policies and projects by making the relevance as well as the complexity of mobility and transport in the Alps more transparent. In the framework of this activity, the group created a Mobility and Tranport Conflict Map. The Conflict Map identifies the most important challenges and conflicts of transport and mobility in the Alpine Region and visualises them by means of concrete examples.

For the identification of major challenges related to transport and mobility in the Alpine region, members of the AG4 - amongst them representatives of regional and national public administrations as well as stakeholders and civil society organizations - had been asked to provide concrete examples from their respective region or state. On the basis of these inputs, nine core topics could be identified: air and noise pollution, the impact of transport infrastructure on landscape and nature, connectivity and accessibility, increasing transport volumes leading to congestion, sustainable transport infrastructure, social conflicts caused by the lack of stakeholder involvement, traffic caused by tourism in the Alpine Region as well as common measures to support modal shift.

The Conflict Map is an interactive tool envisaged to be further developed to include additional examples. A comprehensive map enables AG4 to identify common challenges along different areas of the Alpine territory and to develop common measures going beyond regional and national borders. Moreover, the visualisation of existing challenges provides insight into the complexity of the topic, especially highlighting the difficulty of finding the right balance between sustainable social, economic and ecological development.
